Do you need an apostille before or after the translation?

For degree recognition, the syllabus is usually apostilled in the issuing country and then translated in Panama by a TPA under Executive Decree 975 of 2017, just like the diploma, so the apostille is translated too. Forgetting to apostille the syllabus is the most common reason recognition files get rejected.
