Do you need an apostille before or after the translation?

A foreign divorce decree is normally apostilled first in the country whose court issued it, then translated in Panama so the apostille is included in the translation. For USCIS, the certified translation under 8 CFR 103.2(b)(3) is enough, with no apostille. If you need to apostille a Panamanian document, you do that directly at MIRE or through your attorney.
