Do you need an apostille before or after the translation?

A baptism certificate is a church document. For civil use abroad, some authorities ask for legalization by the diocesan curia, an apostille, or both, in addition to the certified translation by a MIRE-registered TPA. Those steps are done on the original first, with the curia, the issuing authority or your lawyer, never by Lingo.
