Do you need an apostille before or after the translation?

A power of attorney signed abroad is normally apostilled in the country where it was signed, then translated in Panama by a TPA under Executive Decree 975 of 2017, so the apostille appears inside the certified translation. That is the version notaries and the Public Registry accept.
